Is the Pelosi Village Image Real?

Alright. This is starting to bug me. Have you guys seen this picture going around on Facebook? I'm a seeker of truth, not dogma, regardless if it is right-wing or left-wing based, I want to know if it's true or not.

One. I cannot find the location of this magical "Pelosi village". There is talk of homeless problem, yet no "village" let alone that it is somehow connected with Pelosi.

Two. I did read that there are battles between funding and Pelosi getting funding for her state, and due to her not budging, has caused a shortage of federal money going to her state, labeling this as "Pelosi villages" and that Californians call it that. I find that hard to believe not only due to that it's a Democrat state + her home state.

Three. Can someone please, please, please, lend me some evidence in the comments if you are able to find this place? I cannot find it.
